There are remediation services that provide what we call “letter of the law” compliance. They take your document, run it through the Adobe Acrobat auto-tag, correct reported errors, and check reading order. You get a document that passes the auto-checks. What you may not get is an accessible document.
Why isn’t the document accessible? Try listening to it with a screenreader, like JAWS or Dragon.
